ISIS !

The Islamic State of Iraq and Syria (ISIS), also known as ISIL or Daesh. It is a militant extremist group that emerged from the remnants of al-Qaeda in Iraq. Founded in the early 2000s, it gained global notoriety in 2014 when it seized large territories in Iraq and Syria, declaring a caliphate under its leader Abu Bakr al-Baghdadi. ISIS is known for its brutal tactics, including mass executions, suicide bombings, and propaganda-driven social media campaigns. It aimed to establish a theocratic Islamic state governed by strict Sharia law, rejecting modern borders and targeting religious minorities. At its peak, ISIS controlled millions of people and vast oil-rich lands, funding its operations through extortion, smuggling, and looting. International coalitions have since dismantled much of its territorial control, but the group remains a threat through decentralized cells and online radicalization. ISIS’s rise and fall reshaped global counterterrorism strategies and Middle Eastern geopolitics.

Ideology and Goals

ISIS’s ideology and goals are rooted in a radical interpretation of Sunni Islam, specifically Salafi-jihadism. Promotes a return to what it views as the pure practices of early Islam. Advocates violent jihad to establish an Islamic state based on early Islamic principles. Influenced by ultra-conservative Islamic doctrines that reject modernity and secular governance. Believes in an imminent Day of Judgment, with ISIS playing a central role in a final battle against the West (“Rome”). Views Shia Muslims, Christians, Yazidis, and other groups as apostates deserving persecution. Their primary Goals are to establish a global caliphate, seeks to rule all Muslims under a single Islamic government governed by strict Sharia law. Eradicate secular and Western influence, aims to overthrow existing Muslim regimes and Western-backed governments. Recruit and radicalize globally, uses propaganda to attract followers worldwide, especially disaffected youth. Control territory and resources, initially focused on capturing land in Iraq and Syria to fund and legitimize its rule.  

Founder

The founder and first leader of ISIS was Abu Bakr al-Baghdadi, born Ibrahim Awad Ibrahim al-Badri in Samarra, Iraq. He rose through the ranks of jihadist groups following the U.S. invasion of Iraq in 2003 and eventually led the Islamic State of Iraq, evolved into ISIS. In 2014, al-Baghdadi declared the establishment of a caliphate and proclaimed himself its caliph. He remained the figurehead of the group until his death in 2019 during a U.S. military operation in Syria. Interestingly, Abu Musab al-Zarqawi is also considered a foundational figure in ISIS’s history. He led al-Qaeda in Iraq, which later morphed into ISIS after his death in 2006. So while al-Baghdadi formalized and led ISIS, Zarqawi laid much of its ideological groundwork. 

Current Effectiveness of ISIS

By 2019, ISIS lost its last stronghold in Syria, ending its control over large swaths of land once comparable in size to Great Britain. ISIS has adapted into a network of regional affiliates, especially in Africa and South Asia. These branches, like ISIS-Khorasan (ISIS-K), are capable of launching deadly attacks, such as the recent theater bombing in Moscow. Despite military defeats, ISIS’s ideology continues to inspire lone-wolf attacks and radicalization online. Small cells still conduct guerrilla-style operations, and local forces supported by international coalitions remain engaged in counterterrorism effort. ISIS is no longer the powerful territorial force it once was, but it remains operational and dangerous in a different form. 

Decline in Core Territories

ISIS has suffered a major setback following the fall of Bashar al-Assad’s regime in December 2024. The group lost its safe haven in Syria’s central desert, leading to an 80% drop in attacks and a 97% decrease in fatalities. While no longer controlling territory, ISIS continue low-level insurgency operations, especially in rural areas. ISIS has evolved into a decentralized network of regional affiliates. These operate independently in regions like Somalia, Afghanistan (via IS-KP), and parts of West Africa.

High Profile Attacks

Despite territorial losses, ISIS has executed deadly attacks globally, including Suicide bombings in Iran, Mass shootings in Russia, Stabbings in Germany & Vehicle attacks in the United States. ISIS has proven highly adaptable, shifting from a proto-state to a global terror brand. Its ideology continues to inspire lone-wolf attacks and recruitment, especially in unstable regions with weak governance. The future of ISIS hinges on political transitions in key regions. For example, Syria’s fragile post-Assad recovery could either cement ISIS’s decline or enable its resurgence if governance fails. The group remains the deadliest terrorist organization globally, with an average of 600 attacks annually over the past three years.
